PANELISTS QUESTION THE INTENTIONS BEHIND COMMUNAL VIOLENCE BILL AT SEMINAR IN DELHI

The India Institute has organized a Panel Discussion On 'Communal and Targeted Violence (Access to Justice and Reparation) Bill 2011' on Friday at Constitution Club in New Delhi.The discussion started with the felicitation of the respected panelists that included S.S.Rana (Former DG, Customs), R.K.Ohri (Former IG, Arunachal Pradesh), Dr. Shiv Shakti Bakshi (Executive Editor, Kamal Sandesh), Manishankar Iyer (Honb'le MP, Congress), Dr. Chandan Mitra (Honb'le MP, BJP) and Ashutosh (Managing Editor, at leading Hindi news channel). S.S.Rana introduced the panel about The Prevention of Communal and Targeted Violence Access to Justice and Reparations) Bill by saying "whether you really used this bill or whether tricking of bill will suffice". After that Dr. Shiv Shakti highlighted various major points of the bill. He stated that the impact of the bill prepared by National Advisory Council is very wide as it contains 138 articles and 9 chapters.
This bill is an appropriate example of violation of rule of law, natural justice and sexuality. The bill is prepared with ideological point of view which may create a debatable issue between minority and majority groups of the society. He added that the bill is not applicable to Jammuand Kashmir so it cannot be said that it will equally help the 'majority' who are 'minority' in Jammu & Kashmir.
R K Ohri stated that no research has been done to back the bill and the intention behind it is questionable. He also discussed the major cause riots in the country. Citing a book he said that 75% of riots are started by minority sections of the society. Most of these riots were started on Friday, he added. He also discussed about a book on communalism i.e. "Politics of Communalism by Zenab Banu" and requested the audience to go through it.
Ashutosh stated that he completely disagrees with the bill and discussed the major of problem of India that in vibrant democratic country we look over the bill as a majority or minority group but not as a common citizen. If it’s election, we take voter as a community. He urged that we should not see the country in a divisive format.
Dr. Chandan Mitra stated that there is absolutely no need of any bill and also said that this bill is a fraud as it creates two categories of citizens- minority and majority. He cited the example of various riots like Gujrat riot, Delhi riot and said the jurisdiction system is very slow in India. This bill will be a death knell for constitution of India, he added.
After that Manishankar Iyer citing a range of riots- Bhagalpur riot, Gujarat riot said the cases related to these riots have not been solved yet. He said the existing laws are not sufficient to deal with the violence related to riots so there was need for new law in the country. The doubt is not on citizenship but the question arises when the issue of nationality is confused with the ideological positions taken by different groups in the country, he added. 
A large number of people from various walks of life including students and youth participated in the programme. It was conducted by Manu Singh who gave vote of thanks at the end.
